For the Urgent attention of Michael Noonan, Minister for Finance, Dail Eireann



A Chara,

I refer to email of 17th Oct.  Given the absolute commitment to transparency, accountability and fairness made by Fine Gael prior to election, I now request full particulars to the following questions:

1 You state that you are satisfied with the decision to put Quinn Insurance into administration. With that in mind, Concerned Irish Citizens (CIC) now formally request that you provide a copy of the legal/professional advice obtained by the Financial Regulator prior to making the decison which triggered a scenario that will cost the people of Ireland in excess of 5 billion euros.

2 You state that you had no input into the appointing of a Share Receiver by Anglo to the broader Quinn Group. CIC now want clarification if the decision to appoint a Share Receiver was approved by you and your colleagues in cabinet.

3 The taxpayers were told that they would be the beneficiaries of  the proceeds from the sale of Quinn Health.  It is entirely unacceptable for you to say that you are not privy to the transaction. CIC now demand to know how much has been returned to the Exchequer from the sale.

4 With regard to your refusal to answer the legitimate question of how much has been recouped in the Anglo strategy on Quinn, is the Government running the country or is it IBRC? This matter is entirely separate from legal proceedings and THE CITIZENS OF IRELAND HAVE AN ABSOLUTE RIGHT TO BE PROVIDED WITH DETAILS OF SAME. IS IBRC NOT ACCOUNTABLE TO YOU OR IS IT THE CASE THAT THEY REFUSE TO ANSWER ANY QUESTIONS. ARE YOU HOLDING THEM TO ACCOUNT OR HAVE YOU GIVEN THEM A BLANK CHEQUE BOOK FROM THE IRISH PEOPLE? CIC KNOW THAT THEY REFUSED TO CONCENT TO YOUR DEMAND RE. PAY CAP. IT IS TIME TO YOU TO DO THE JOB THAT YOU WERE ELECTED TO DO AND HOLD THESE HIGHLY REMUNERATED OFFICIALS TO ACCOUNT.

5 CIC has written to you on four occassions to ask you to clarify why you told the people of Ireland on the day of the take over of the Quinn Group (confirmation can be provided), that the bondholders had taken a hit in the region of 50%. CIC understands that the bondholders took no hit whatsoever. CIC demand that you clarify this matter once and for all and provide a simple YES or No answer to this straight forward and legitimate question.

CIC expect answers by return. In excess of 7000 people were on the street in Ballyconnell demanding answers last Sunday.
You did not answer our last letter for 9 weeks which is utterly unacceptable and if this is the pace that your Department works at, then it is little wonder that our country is in meltdown.

We look forward to full and detailed answers. We are no longer prepared to tolerate waffle.
